The R4.9 billion billing dispute between Eskom and City Power has analysed the discrepancies in metering data, billing methodologies at several intake points across Johannesburg. SANEDI’s evaluation, guided by the Minister’s directive, seeks to validate the metering data, analyse any discrepancies based on validated data and assess root causes of discrepancies.

The R4.9 billion claim against Eskom comprises three primary components:

  1. A variance of R4.47 billion arising from mock billing practices accumulated between July 2020 and September 2024.
  2. Billing inconsistencies due to Eskom’s disregard for impact of loadshedding on intake points, where charges were based on estimated consumption volumes amounting to R323.24 million
  3. Overestimated billing volumes at intake points where Eskom lacked operational metering equipment, these overestimated volumes is approximately R91.3 million
